Memorandum to the
15th & 16th
Finance Commission.
Designing an institutional publication where clarity, authority and information had to work together without losing visual character.
Serious information still deserves considered design.
Unmatched Graphics worked on the publication design for the Memorandum to the 15th and 16th Finance Commission, created for Doon Ventures Digital Solutions Pvt. Ltd. for the Government of Uttarakhand.
The project required a visual approach that respected the institutional nature of the document while giving the publication a clear, organised and recognisable identity.
Rather than treating the memorandum as merely a formal document, the design focused on hierarchy, legibility, information flow and a visual language appropriate to the importance of the publication.
Designed to feel
authoritative.
Built to remain
clear.
Institutional doesn't have to mean visually anonymous.
The design language was developed around restraint and hierarchy. Typography, composition and visual structure were used to create a publication that felt appropriate for an official memorandum while remaining contemporary, organised and visually coherent.
Two commissions.
One visual system.
The design needed enough consistency to connect both publications while allowing each edition to retain its own presence.

Presented at the highest level of state leadership.
The designed memorandum was officially launched by the Hon'ble Chief Minister of Uttarakhand, Shri Pushkar Singh Dhami — marking an important milestone for the publication and the project.
Designed for information that matters.
The publication system was created to balance institutional seriousness with clarity, consistency and visual order.
A publication built to carry both information and authority.
The completed design system gave the memorandum a clear and consistent visual identity while respecting the seriousness of the subject matter. It demonstrates how institutional publications can remain formal, functional and visually considered at the same time.
